Panel discussion "German Do universities have a quota for people with migration background?"
(jj) Last Thursday was the third in the series of "education for all and that for nothing!" instead. The GHG and the SDS had a panel discussion on "Need German universities have a quota for people with migration background?" Invited. On the panel were Prof. Claudia Dalbert, she is professor at the MLU in the field of educational psychology, and Hannah Tewocht, she is a researcher at the Institute for Public Law of Prof. Dr. Kluth at the MLU. Ska Keller (MEP Alliance 90/The Greens) and Hildegard Rode (LSA Ministry of Social Affairs and Health) could not participate due to heavy snowfall. But Ska Keller commented yet with a video message to the migration quota in higher education. She said that although at odds also give drawbacks, it would be useful for a certain period of time. They would encourage reflection and discussion. But one should total to ensure that migrants would get better opportunities in education. It begins in early childhood.
Access to day care centers will remain for many migrant women alone denied the charges and then the discrimination is continue in school. But even that degrees are mainly from non-EU countries do not often acknowledged, is another problem but dar. The main reason that is not regulated in Germany, who is responsible for the recognition of qualifications. For this purpose there is to be in the near future an initiative of the federal government.
The problems were raised by Ska Keller up among others in the discussion. Odds are, according to Hannah may
Tewocht not legally possible, since the article says 3 of the Basic Law, that no one will be because of sex, origin, [...] and coming [...] discrimination or preference . What would be the case for quotas. In addition, a quota could be perceived as unfair by those affected. It could arise by other justice issues for people who would be "taken away" by this rate, the trial court. Against a quota for migrant women is the fact that they are not a homogeneous mass, as is the case for quotas for women. It would be hard to define who would ever fall in this ratio.
Another problem is the population dar. result that the German education system is highly selective, there are few high school graduates with an immigrant background, which means that even if there was a quota, would the immigrants that are allowed at the university to this rate meeting missing (at least in the formation of residents). This means that it would be sensible people with an immigrant background to promote early, so get more A-levels. This is also generally apply to children from disadvantaged backgrounds, because to them the German education system acts as a selective and discriminatory.
was also interesting that there is already a "foreigner rate" is. 8% of university places are awarded to migrants. This is apparently allowed because the rate is very low.
The question is, what solutions there might be a quota place yet. In the U.S., the African-Americans in their fitness tests from the start 20 of 150 points because of their color well written (Affirmative Action) to facilitate access to the university. This "positive discrimination" would be compensated for the discrimination against African-Americans. For Germany, this approach would be useful for two reasons. First, one can not introduce such measures in the current education system, there is the access for the university in our high school and in the U.S. but has not decided the degree of the aptitude test. And second, the general social consensus is lacking about the fact that such measures are necessary. Prof. Dalby said that if the Company deems such a thing is not necessary, then it could not translated, because it probably would not meet with acceptance. In the U.S., this is possible because the majority is aware of the racism in the community and this decision as "compensation" look. We would be more difficult because the migrants feel aggrieved not often, which probably comes from the fact that the discrimination attaches back in the early years and therefore not perceived.
addition to the proposal of a "social" College was also the legitimacy of a quota discussed the need (for certain programs could be people with certain Russian Pre-requirements such as mother tongue) promote. This proposal was at least legally possible.
